ATV fined HK$1m

Asia Television (ATV) has been fined HK$1-million after the Communications Authority found it had breached the Broadcasting Ordinance.
The Chairman of the Authority, Ambrose Ho, said ATV's Executive Director, James Shing, should step down within seven days because he was no longer a "fit and proper person" to run the station.

The Authority also ordered the broadcaster to stop its majority investor, Wong Ching, from exercising de facto control of the station because he is not a director or principal officer.

But it ruled that ATV remains a fit and proper licensee because it still provides a public service and has complied with investment commitments it had made.

The $1-million fine is the maximum possible amount under the law. ATV has 30 days to appeal against the Authority's rulings.
